# Housing Intelligence Packet for Phase 2 Search
**Research performed:** April 29, 2026.
This packet treats listings, waitlists, assistance availability, program rules, and community contacts as time-sensitive. Anything I could not verify from an opened page or a clearly attributable official/current source is labeled **unverified — agent must confirm**.
## Market and inventory intelligence
### Section 1 — Market reality assessment
The honest answer is that **a $1,000/month budget is generally not realistic right now for a house-like 2–3 bedroom rental in Paw Paw or the stronger nearby submarkets**. Current visible signals in Paw Paw show a 3-bedroom house at **$2,175/mo** on Zillow, while Trulia’s Paw Paw rent summary shows an average **2-bedroom rent of $1,150** and **3-bedroom rent of $2,175**. Nearby house examples also skew above budget: Bangor showed a **2BR house at $1,700** and **3BR house at $1,950**; Mattawan showed current house asks around **$2,100–$2,900+**; Hartford showed a **3BR house at $3,200**; Covert/Coloma/Watervliet visible house asks were generally **well above $2,000**. The sub-$1,000 signals I found were overwhelmingly apartments, not houses, duplexes, or park-owned home+lot rentals. This is an inference from current asking evidence, not a universal rule, but it is strong enough that Phase 2 should assume **preferred housing at $1,000 is scarce-to-rare and likely opportunistic rather than consistently searchable**. citeturn25search0turn25search5turn32search0turn34search3turn33search5turn31search11
**Inventory condition for the target product:**
For **2–3BR house-like units with privacy/outdoor space near Paw Paw**, inventory currently looks **thin**. Paw Paw itself showed only **2 single-family rental listings** on Zillow at the time of search, with one visible current house priced far above budget. Lawton, Bangor, Hartford, Mattawan, Watervliet, Coloma, and Covert all produced some house signals, but almost all were above the target budget, and several towns showed only 1–3 visible house listings or mostly apartment spillover. citeturn25search4turn31search4turn32search4turn33search7turn34search6turn31search7turn32search7turn33search1
**What is actually showing up right now:**
The current market is producing three different buckets:
1. **Higher-cost single-family houses** in Paw Paw/Mattawan/Bangor/Watervliet/Coloma/Covert, mostly above $1,700 and often above $2,100. citeturn25search0turn32search0turn34search3turn31search11turn33search5
2. **Conventional apartments** in Paw Paw/Lawrence/Hartford/Mattawan roughly in the **$650–$1,350** band, with some 2BR units close to budget. citeturn25search8turn31search5turn27search2turn34search2
3. **Manufactured-home community intelligence** rather than many live rentals: MHVillage is showing lots of parks, but most park pages around Paw Paw show **0 homes for rent**, with only a few community-level rental signals in the broader area. citeturn35view0turn35view1
**Current visible asking examples by town**
The rows below are intended as **market-characterization examples only**, not recommendations.
| Town | Current visible house-like signal | What it suggests |
|---|---|---|
| Paw Paw | 3BR house at **$2,175/mo**; apartments around **$900+ 1BR / $1,200+ 2BR**; older apartment results still visible months later. citeturn25search0turn33search6 | Paw Paw has some activity, but preferred house-like stock is above budget and apartment listings linger. |
| Lawton | Zillow showed **1 visible rental listing** and **2 house listings** overall; single visible house result was **$4,500/mo**. citeturn31search0turn31search4 | Very thin, and visible house stock is not budget-friendly. |
| Lawrence | Current visible rental results were mainly **apartments**, including **$650 1BR** and **$700+ / $725+** at South Street Apartments. citeturn31search1turn31search5 | Better as a backup apartment market than as a house-like market. |
| Mattawan | Visible houses around **$2,100–$2,900+**; one 2BR apartment was **$975**. citeturn34search0turn34search3turn34search7 | Stronger inventory, but generally too expensive for this mission. |
| Gobles | Very thin; visible Zillow signals were mainly apartments, including **$825 1BR**. citeturn32search2turn32search10 | Little current evidence of usable house-like stock. |
| Decatur | Very thin; visible Decatur result was a **2BR apartment at $1,300**. citeturn32search1turn32search5 | Limited and not clearly better than Paw Paw backups. |
| Hartford | Visible rental set leaned apartment-heavy; visible house signal was **$3,200/mo** for 3BR; Homes.com also surfaced McDowell Apartments around **$915–$1,000**. citeturn27search11turn33search15turn27search2 | Backup apartment option exists; house-like stock is not budget-realistic. |
| Bangor | Visible house signals at **$1,700 2BR** and **$1,950 3BR**. citeturn32search0turn32search4turn32search8 | Better than Mattawan or Coloma for cheaper houses, but still far above target. |
| Watervliet / Coloma | Visible houses clustered mostly around **$2,200–$2,700+**. citeturn31search11turn31search14turn32search3turn32search11 | House stock exists, but not for this budget. |
| Covert | Nearby visible house signals in the Zillow Covert search were around **$2,200–$3,300+**, mostly actually in Coloma or nearby. citeturn33search5turn33search9turn33search13 | Not currently yielding budget house-like options. |
**Current manufactured-home rental reality:**
Current web evidence for **home+lot rentals** near Paw Paw is weak. The MHVillage park pages around Paw Paw mostly show **0 homes for rent**, with the main clear community-level exceptions being **Pleasant View Estates in Watervliet** (**2 homes for rent**) and **Woodland Estates in Kalamazoo** (**13 homes for rent**, but farther away and not in the preferred target area). I did **not** verify current rent amounts for those community-level rental signals in this pass, so any current home+lot rent range here is **unverified — agent must confirm by direct park call or unit-page lookup**. citeturn35view0turn35view1
**Where inventory appears first right now:**
Based on current search behavior, **Zillow** is the best structured source for broad market visibility; **MHVillage** is the best source for manufactured-home park mapping and spotting whether a community has any homes for rent or sale; **Craigslist** is still live but highly regional/noisy; **Facebook Marketplace** is probably important in practice for private-landlord and mobile-home leads, but direct verification is constrained because indexed results are poor and public access is inconsistent. **Trulia, Redfin, Realtor.com, Homes.com, Rent.com, HotPads, and Zumper** are useful secondary/confirming channels, but many of them widen the radius quickly and can blur Paw Paw with Kalamazoo-area inventory. citeturn25search0turn35view0turn30view0turn28search0turn25search1turn26search0turn26search1turn26search2turn27search0turn25search2turn25search3
**Hard constraints Phase 2 should expect:**
- **Scarce preferred inventory** at the target budget. citeturn25search0turn32search0turn34search3
- **Stale listings** are a real issue: Paw Paw and nearby Zillow pages showed visible listings around **99, 191, 196, 235, 280, and 164 days old**. citeturn33search6turn31search12turn25search12turn31search5turn32search11
- **Application and move-in costs** can be meaningful even when rent is “close”: one current Zumper Paw Paw example showed a **$40/person application fee**, **one month security deposit**, and an additional **$500 non-refundable pet deposit**. citeturn25search15
- **Facebook access friction** and weak public indexing. citeturn28search0turn28search1turn28search5
- **Manufactured-home tenure confusion** is a major risk: many park pages are sales-focused or ambiguous, and **Prospect Manor’s own site explicitly markets ownership (“Own a home and get your own yard”) rather than ordinary rental housing**. citeturn37search1turn37search4
- **Voucher timing is not a solution for immediate relocation** because the current statewide HCV list is closed. citeturn7view3turn7view4
### Section 2 — Manufactured-home community map
**Overall read:** the park network around Paw Paw is real, but the web evidence today points much more strongly to **community intelligence** than to a stream of live, normal **home+lot rentals**. The safe Phase 2 stance is: **call every plausible park, but treat most as “tenure unclear / likely lot-only or sales-leaning until confirmed.”** citeturn35view0turn35view1turn37search1

## Live lead channels and search operations
### Section 3 — Live inventory channels and search strategy
| Source | Current market signal | House-like near/under $1,000? | What dominates now | Useful for Phase 2? | Access / staleness notes |
|---|---|---|---|---|---|
| entity["company","Zillow","real estate platform"] | Best broad structured view of Paw Paw + neighboring towns. citeturn25search0turn31search9 | Almost none in the target shape. Visible sub-$1,000 results were mostly apartments. citeturn25search0turn31search5turn34search2 | Mixture of current and stale rentals. | **Prioritize** | Watch for old listings: 99, 191, 235, 280, and 164-day examples were visible. citeturn33search6turn31search12turn25search12turn31search5turn32search11 |
| entity["company","Trulia","real estate platform"] | Good for wider-radius awareness, less precise for the micro-market. citeturn25search1turn25search5 | No convincing under-budget house-like signal. | Nearby-area houses and summary rent data. | **Secondary** | Useful for trend context; radius can overstate “Paw Paw” inventory. citeturn25search1turn25search5 |
| entity["company","HotPads","rental platform"] | Helpful FRBO filter path. citeturn25search2turn25search14turn27search1 | Not clearly. | FRBO filters plus apartment-heavy broader inventory. | **Secondary; good for private-landlord checks** | Good filter design, but still broad and not always local. citeturn27search5turn27search9 |
| entity["company","Zumper","rental platform"] | Useful listing detail and radius-based inventory. citeturn25search3turn34search1 | Rare. | Wider-area houses around Kalamazoo/Mattawan/Paw Paw. | **Secondary** | Good for detailed move-in terms when a listing is live. Paw Paw example exposed app fee/deposit structure. citeturn25search15turn34search4 |
| entity["company","Realtor.com","real estate portal"] | Shows houses/apartments but feels more aggregated than lead-rich for this micro-market. citeturn26search0turn26search3 | Not evidenced. | Broad rental search pages. | **Secondary** | Better for confirmation than first discovery. |
| entity["company","Redfin","real estate company"] | Helpful for some specific active listings and county-wide rental visibility. citeturn26search1turn26search11turn34search2 | Very limited. | Aggregated nearby houses plus some specific houses/apartments. | **Secondary** | Useful as a cross-check; not my first source for this mission. |
| entity["company","Homes.com","real estate platform"] | Shows nearby inventory and occasionally lower-cost apartment backup options. citeturn26search2turn27search2 | No convincing under-budget house-like signal. | Broader area search pages. | **Secondary** | Helpful for backup-apartment discovery; weaker for private-landlord house leads. |
| entity["company","Apartments.com","rental platform"] | **Not directly verified in detail in this pass**. | Unresolved. | Likely apartment-heavy. | **Pipeline only until checked live** | Manual check still required. |
| entity["company","Rent.com","rental platform"] | Search pages exist and show broad counts. citeturn27search0turn27search8 | No convincing under-budget house-like signal. | Aggregated houses/apartments. | **Secondary** | Useful as a cross-check, but not strong enough to prioritize over Zillow/FB/Craigslist/direct calls. |
| entity["company","MHVillage","manufactured housing platform"] | Best park map and best way to see whether a park has any homes for sale/rent. citeturn35view0turn35view1 | Not as a broad stream of cheap live rentals. | Community intelligence. | **Prioritize for park mapping; secondary for live leads** | Most parks show **0 homes for rent**; only a few community-level rental signals surfaced. citeturn35view0turn35view1 |
| MHBO / MobileHomeByOwner | **Not resolved in this pass — agent must confirm.** | Unresolved. | Unresolved. | **Pipeline only** | Treat as gap; do not rely on it without live manual check. |
| entity["company","Craigslist","classifieds platform"] | Live and searchable, but heavily **Kalamazoo-centric** and noisy. Paw Paw-specific sitemap exists. citeturn29search0turn30view0turn30view1 | Rare. | Apartments, rooms, regional spillover, scattered rural houses. | **Prioritize selectively** | Posts older than 30 days should be treated as stale unless reposted/confirmed. Paw Paw sitemap is useful for geo-specific category drilling. citeturn30view1 |
| entity["company","Facebook Marketplace","facebook marketplace"] | Probably important in real life, but current public/indexed access was poor. Search results often returned generic category pages or irrelevant items. citeturn28search0turn28search1turn28search5turn28search6 | Unresolved from public access. | Generic marketplace noise. | **Manual-only but important** | Human/manual Facebook searching is required. Public indexed results are not reliable enough. |
| Google-indexed Facebook results | Weak. Queries produced generic/category pages and false positives. citeturn28search0turn28search1turn28search5 | No. | Noise. | **Low priority except as breadcrumbing** | Use only to find group/page names, not to trust lead details. |
| Local newspapers/classifieds | **Not verified in this pass.** | Unresolved. | Unresolved. | **Manual-only** | See gaps section. |
**Craigslist operating note:**
The working Craigslist geography is **kalamazoo.craigslist.org**, not a clean Van Buren-only board. The main Paw Paw location page exists, and the Paw Paw sitemap confirms dedicated categories for housing and “houses for rent near Paw Paw,” but the live results are mixed with regional content and many non-target formats. One live housing page snapshot showed a “Spacious 5 Bed/3 Bath Single Family Home in Lawton” at **$2,800**, which is useful as a market signal but not as a budget fit. citeturn29search0turn30view1turn30view0turn30view2
**Current Phase 2 search order I would use:**
1. Zillow saved searches for Paw Paw + radius towns.
2. Direct manufactured-home park calls, starting with **Pleasant View Estates**, **Prospect Manor**, **Country Holiday Estates**, **Shady Brook**, and **Three Mile Lake Trailer Park**. citeturn35view1turn37search1turn37search5turn35view0
3. Manual Facebook Marketplace and local Facebook groups.
4. Craigslist Paw Paw/Lawton/Mattawan/Bangor/Van Buren search tabs.
5. HotPads FRBO + Zumper + Redfin/Realtor/Homes cross-checks. citeturn25search2turn25search3turn26search1turn26search2turn26search0

## Affordable housing and subsidy position
### Section 4 — Affordable / income-based / HUD housing map
This section is the **largest verified-information gap** in Phase 1. I was able to verify the **statewide subsidy picture** and a few lower-cost conventional backup rentals, but I did **not** get a high-confidence, current, property-level map of family-serving project-based/public housing in Paw Paw and nearby towns from official/open sources in this pass. That means Phase 2 should treat this whole subsection as a **mixed map: some verified state structure, some local gaps that require calls**. citeturn7view3turn7view4
**What is verified right now**
| Property / program | Type | Family fit | What is verified now | Contact path / notes |
|---|---|---|---|---|
| entity["organization","Michigan State Housing Development Authority","michigan housing agency"] Housing Choice Voucher program | HCV / tenant-based subsidy | Family-compatible in principle | MSHDA states HCV can be used in the private market, including **single-family homes, townhouses, and apartments**, but the regular HCV waiting list is **currently closed**. citeturn8search3turn7view3 | Statewide only; not an immediate solution. |
| MSHDA Project-Based Voucher developments | Project-based subsidy | Potentially family-compatible depending on site | MSHDA says PBV waiting lists are separate, may remain open, and **county residency is not required** for PBV lists; applicants must contact the property/lead agency directly. citeturn7view4 | Phase 2 should use the MSHDA PBV county lookup immediately. |
| MSHDA Homeless waiting list | Homeless-related subsidy pathway | Potentially family-compatible | **Currently closed statewide**. citeturn7view4 | Not usable right now as an immediate lead. |
| Bangor Housing Commission | Local housing governance | Unknown | Official city search results show a **Bangor Housing Commission / Board of Commissioners** page exists, but I did not verify current waitlists, bedroom mix, or whether it administers its own HCV/public housing. **Unverified — agent must confirm.** citeturn3search2 | Manual phone/office follow-up needed. |
| Paw Paw / Hartford / Covert local housing authority options | Unknown | Unknown | I did **not** verify a current official waitlist page or program page for these locations in this pass. **Unverified — agent must confirm.** | Treat as open research gap. |
**Lower-cost backup rentals that are visible now, but not subsidy-confirmed**
These are **backup/emergency apartment options**, not preferred outcomes and not verified as income-based:
- **Woodfield & Arlington Apartments, Paw Paw**: visible around **$1,090+ for 2BR** on Zillow. citeturn25search8
- **201 E Michigan Ave, Paw Paw**: visible around **$900+ for 1BR / $1,200+ for 2BR**. citeturn25search0turn33search6
- **South Street Apartments, Lawrence**: visible around **$700+ 1BR / $725+ 2BR** on Zillow. citeturn31search5
- **McDowell Apartments, Hartford**: visible around **$915–$1,000** on Homes.com. citeturn27search2
These backups matter because they may be the fastest route out of unsafe housing if the preferred house-like search fails, but they should **not** be treated as subsidized unless a property manager confirms it. citeturn25search8turn31search5turn27search2
### Section 5 — MSHDA / Housing Choice Voucher status
The current official MSHDA page states plainly: **“No Housing Choice Voucher (HCV) waiting lists currently open.”** Applications are only accepted for open lists; applications are online-only; and applicants are limited to one application. citeturn7view3
The same official page also states that **all homeless waiting lists are currently closed** and directs people experiencing homelessness or risk of homelessness to MSHDA’s emergency shelter and housing-services resources instead. citeturn7view4
**What this means operationally:**
- Do **not** imply that a voucher can solve the immediate relocation problem. The regular list is closed. citeturn7view3
- Check **project-based voucher** developments separately; MSHDA says these are handled by local lead agencies/properties and may have different availability. citeturn7view4
- The current open/waitlist snapshot does **not** surface usable Paw Paw-area standard-HCV entry today. citeturn7view3turn7view4
**Preferences / timing / local independence:**
I did **not** verify a current official source showing Van Buren-specific HCV preferences, nor did I verify a separate active **Van Buren County HCV housing authority waitlist** outside MSHDA in this pass. That is a real gap. Bangor has evidence of local housing commission governance, but I did not verify current HCV administration there. **Unverified — agent must confirm with HUD/commission contacts.** citeturn3search2turn7view3
## Crisis and stabilization pathways
### Section 6 — Crisis and rapid-rehousing assistance map
Because unsafe housing and children are involved, **the crisis-housing system is more actionable right now than the standard voucher system**.
| Program / contact | Verified role | Who it serves / intake | Contact path |
|---|---|---|---|
| entity["organization","Southwest Michigan Community Action Agency","community action agency"] as Van Buren HARA / coordinated entry | Official MSHDA HARA list shows **Van Buren County HARA = Southwest Michigan CAA**. citeturn8search0 | Entry point for county homelessness/housing crisis routing. | 185 E. Main St., Suite 303, Benton Harbor, MI 49022; **(269) 925-9077**; official PDF search result also surfaced **jweinrick@smcaa.com**. Snippet-derived from official list — agent should confirm current staff assignment. citeturn8search0 |
| Van Buren Continuum of Care / Local Planning Body | Official MSHDA CoC list surfaced **Melanie Hooker**, Domestic Violence Coalition, as Van Buren CoC chair. citeturn8search5 | System-level housing/homeless coordination. | Official PDF search result surfaced **(269) 655-9008** and **mhookerva1@live.com**. Snippet-derived — agent should confirm current role before using. citeturn8search5 |
| SMCAA Rapid Rehousing and Eviction Prevention | Official SMCAA page says it administers ESG-funded **rapid rehousing and eviction prevention** in **Cass and Van Buren Counties**, providing case management, supportive services, and rental assistance. citeturn10view0 | Targets individuals and households with children coming directly from street or emergency shelter; **referral-based**, not a self-serve open application. citeturn10view0 | Route through HARA / SMCAA intake. Main office: **269-925-9077**. citeturn10view0turn10view2 |
| SMCAA Homeless Family Shelter | Official SMCAA page says it operates an **emergency shelter for women, children, and families** for up to **90 days** for **Van Buren County residents**. citeturn10view0 | Useful for immediate unsafe-housing exit if no rental can be secured fast enough. | Direct shelter line: **269-605-4526**. citeturn10view0 |
| SMCAA Emergency Housing Assistance | Official SMCAA rental-assistance page says emergency housing assistance can include **rent or mortgage payments** across Berrien, Cass, and Van Buren, with eligibility depending on program. citeturn10view1 | Quick screening route for emergency assistance. | Apply through SMCAA assistance links / main office **269-925-9077**. citeturn10view1turn10view2 |
| SMCAA Permanent Supportive Housing | Official SMCAA page says PSH serves qualifying physically/mentally impaired individuals in Cass/Van Buren and requires mental-health-worker referral. citeturn10view0 | Only relevant if there is a qualifying disability/CMH connection. | Referral through mental health worker; family should not assume eligibility. citeturn10view0 |
| entity["organization","Michigan Department of Health and Human Services","michigan health and human services"] State Emergency Relief | Official MDHHS says SER provides immediate help in emergencies threatening health and safety, including **relocation assistance**, arrears, security deposits, and moving expenses. citeturn13view0turn15view0 | Strong fit for unsafe-housing and child-protection scenarios if eligibility can be documented. | Apply online using **MI Bridges**; MDHHS says use MI Bridges to apply for assistance. citeturn17view1turn17view2 |
| SER relocation specifics | Official relocation page says help may be available for **rent, rent arrearage, security deposits, or moving expenses** if the household is homeless, fleeing domestic violence, under summons/judgment leading to homelessness, needs housing to avoid foster care or return children from foster care, is being relocated from unsafe housing for child protection, or is being removed from condemned housing. citeturn15view0turn15view3 | This is one of the most important verified pathways for this mission. | Phase 2 should build a document packet for unsafe conditions immediately. |
| SER documentation | MDHHS verification page says proofs are generally expected to be **current within the last 30 days** and may include ID, SSNs, income, assets, rent/shelter expenses, shutoff notices, medical bills, etc.; applicants generally get around **10 days** for proof. citeturn19view0turn19view2 | Practical note: gather evidence before calling. | Use MI Bridges + local specialist follow-up. citeturn17view1turn17view2turn19view0 |
| entity["organization","Michigan 211","michigan 211"] | Official statewide help/referral service for housing, bills, and crisis resources. citeturn20search0turn20search1 | Good same-day routing tool when the family needs assistance triage. | Call **211** or **844-875-9211**, text ZIP to **898211**. citeturn20search4turn20search9 |
| entity["organization","Paw Paw Public Schools","public school district"] McKinney-Vento liaison | Paw Paw Public Schools currently lists **Susanne Carpenter** as **McKinney-Vento (Homeless Liaison) & Foster Student Liaison**. citeturn22search0 | Important if housing instability affects school continuity, enrollment, or transportation. | **269-415-5211**; susanne.carpenter@ppps.org. citeturn22search0 |
| entity["organization","Van Buren Intermediate School District","intermediate school district"] McKinney-Vento liaison | VBISD staff page lists **Amy Widenhofer** as **School Social Worker & McKinney Vento Homeless Liaison**. citeturn22search1turn22search3 | County-level school stability contact if district routing is unclear. | **269-674-8091**. citeturn22search1turn22search3 |
| McKinney-Vento rights | Michigan MDE and NCHE resources confirm children/youth experiencing homelessness have protections including liaison support, school-of-origin consideration, and transportation rights. citeturn21search4turn21search3turn21search13 | Not a rent subsidy, but extremely important for the children. | Use school liaison immediately if the move disrupts school attendance. |
| entity["organization","Legal Aid of Western Michigan","nonprofit law firm"] | Official LAWM pages confirm it handles housing cases including **eviction defense**, **federal housing subsidy issues**, **mobile home park litigation**, and unfair housing practices. citeturn24view0turn24view2 | Good if unsafe conditions, retaliation, or illegal behavior are in play. | Van Buren clients can use the CALL line **1-888-783-8190**; Kalamazoo office **269-344-8113 / 1-800-819-0773**. citeturn24view1 |
| entity["organization","Michigan Legal Help","legal self-help website"] | Official self-help site has housing resources on repairs, tenant rights, evictions, and subsidized housing. citeturn24view3turn24view4 | Good for documentation and letters even if no lawyer is immediately available. | Use repair/tenant-rights materials and DIY repair letter. citeturn24view3turn24view4 |
**Practical crisis-stack for this family, in order:**
1. **Call SMCAA/HARA first** for coordinated entry, shelter triage, and rapid-rehousing screening. citeturn8search0turn10view0
2. **Start MI Bridges / SER immediately** if unsafe housing, child-protection risk, rent/deposit/moving help is needed. citeturn15view0turn17view1turn17view2
3. **Use Michigan 211** the same day for local referral redundancy. citeturn20search0turn20search9
4. **Notify the school McKinney-Vento liaison** if instability affects attendance or transport. citeturn22search0turn22search1
5. **Use LAWM / Michigan Legal Help** if unsafe conditions or landlord neglect need leverage/documentation. citeturn24view1turn24view2turn24view3
## Risk controls and unresolved gaps
### Section 8 — Scam and staleness risk brief
**Observed staleness risk is high.**
The Phase 2 agent will run into clearly old housing signals, especially on Zillow and aggregators. Nearby examples included listings around **99, 164, 191, 196, 235, and 280 days old**, plus clearly radius-expanded inventory that makes towns look more active than they really are. Craigslist is live, but the Kalamazoo board is noisy and region-wide. MHVillage is excellent for park discovery but often shows park-level data without proving a usable **home+lot rental** exists today. citeturn33search6turn32search11turn31search12turn25search12turn31search5turn30view0turn35view0turn35view1
**Phase 2 operating rules before recommending a showing**
- Verify the property still exists and is still active.
- Verify the **tenure type** for every manufactured-home lead:
- **A. Home + lot rental** = usable lead
- **B. Lot-only rental** = not usable as an immediate rental lead
- **C. Home for sale / financing / rent-to-own** = pipeline only unless the family explicitly wants a purchase path
- **D. Unclear** = **manual verification required**
- Require a full address, monthly rent, deposit, utility split, lease term, and available date.
- For any manufactured-home ad, ask: “Is this the rent for the home **and** the lot together?”
- If an ad mentions **lot rent**, **cash price**, **financing**, **down payment**, **lease-option**, or **rent-to-own**, do **not** treat it as a normal rental lead.
**Before recommending an application**
- Confirm who owns/manages the property.
- Confirm application fee, security deposit, whether income multiples are required, and whether prior evictions or credit cutoffs apply.
- Confirm whether the ad is current; stale ads should be downgraded immediately.
- Confirm whether a voucher would be accepted **only if the family later secures one**; do not assume.
**Label as high risk**
- House-like unit under **$1,000** that looks substantially nicer than current market comps.
- Deposit demanded before showing or lease.
- Cash App / Zelle / wire-only payment pressure.
- “Out-of-state owner” who cannot produce a local manager or signed lease packet.
- Manufactured-home ad that hides whether it is **lot-only** or **for sale**.
- Missing or incomplete address.
- Old or obviously copied photos.
**Label as manual verification required**
- Any Facebook Marketplace lead.
- Any Craigslist post older than **30 days** unless reposted or re-confirmed.
- Any Zillow/aggregator listing older than **60 days**.
- Any MHVillage park-level “homes for rent” signal without a unit-specific confirmation.
- Any park that markets ownership rather than rental.
**Exclude from active leads and keep only in pipeline**
- Lot-only pads.
- Homes for sale, finance, lease-option, or rent-to-own.
- Unverifiable owners/managers.
- Leads with no showing path and no lease process.
- Stale listings with no response.
### Section 9 — Known gaps and agent instructions
| Source / gap | What was attempted | What failed / why it matters | Exact instruction for Phase 2 |
|---|---|---|---|
| AffordableHousingOnline | Initial search pass only; no current high-confidence local family property map was established. | Matters because it may surface subsidized family properties or waitlist intelligence not visible elsewhere. | **Manually check** Paw Paw, Bangor, Hartford, Lawrence, Benton Harbor/Benton Township, and Van Buren County searches live. |
| AffordableHousing.com | Search pass did not produce usable Paw Paw-area family-property intelligence. | Matters because voucher-friendly/private listings sometimes appear there. | **Search a different source first, then check manually** as a secondary subsidy/voucher-friendly board. |
| HUD Resource Locator | Not fully resolved into a current local property map in this pass. | Matters for public housing / PHA / subsidized-housing identification. | **Treat as unresolved; manual check required.** |
| Michigan Housing Locator / Michigan Housing Locator equivalent | Not verified in this pass. | Matters because it may have subsidized or lower-cost listings. | **Manual check**; do not assume inactive. |
| MHBO / MobileHomeByOwner | Not resolved in this pass. | Matters because it could theoretically surface manufactured-home rentals, but utility is unknown. | **Use as pipeline only**; rely more on MHVillage + direct park calls unless a live search proves otherwise. |
| Facebook Marketplace direct access | Current public/indexed access was weak and noisy. | Matters because many rural private-landlord and mobile-home leads likely live there first. | **Human/manual search is required** using logged-in Facebook if available. |
| Local Facebook group names | Google-indexed discovery did not produce a clean, reliable list in this pass. | Matters because hyperlocal buy/sell/community groups may carry off-market rentals. | **Search Facebook manually** for Paw Paw, Bangor, Van Buren County, and Southwest Michigan rental / buy-sell-trade groups. |
| Paw Paw Courier-Leader classifieds | Not verified in this pass. | Matters because very local landlords may still use print/local classifieds. | **Manual-only**: call office or check paper if time allows. |
| South Haven Tribune classifieds | Not verified in this pass. | Matters because some western-county landlords may advertise there. | **Manual-only** if time allows. |
| Local property managers / brokerages handling rentals | I did not verify a clean list of rental-active Paw Paw/Van Buren offices from reliable opened sources in this pass. | Matters because small-office agents may know off-market houses/duplexes. | **Call directly**: ask if they handle rentals or know private landlords. |
| Local independent HCV / public-housing waitlists in Paw Paw / Hartford / Bangor / Covert | Only partial governance signal surfaced for Bangor; active program pages were not verified. | Matters because an independent local waitlist could change the strategy. | **Treat as unresolved**; confirm with HUD locator and direct commission/city calls. |
| RHP local community presence | Michigan operator confirmed, but no nearby named site was surfaced from accessible results. | Matters because RHP sometimes has park-owned homes for sale/rent. | **Use community finder manually**; do not assume no local presence from this packet alone. |
| Many park phone numbers / operators | Park names/addresses were found, but many phone numbers were not surfaced from reliable opened pages. | Matters because direct park calls are one of the highest-value Phase 2 actions. | **Call directory assistance / search manually / use park websites**; treat missing phone numbers as a live research task. |
## Source reliability and priority
### Section 10 — Source reliability and priority table
This table is a mix of **tested-in-this-pass** and **provisional/manual-only** ratings. Where a row reflects direct current evidence, I cite it. Where it says “not tested in this pass,” that is a research-status note, not a factual claim about the source.
| Source name | Best use | Access limitations | Staleness risk | Expected lead quality | Best housing type likely found there | Phase 2 priority | Notes for Phase 2 |
|---|---|---|---|---|---|---|---|
| Zillow | Broad market scan and alerting | Radius spillover; stale pages | **High** | **Medium** | Houses, backup apartments | **Prioritize** | Best structural view, but confirm dates and active status. citeturn25search0turn31search9turn33search6 |
| Trulia | Wider market context and rent summaries | Broad-area blending | Medium | Medium | Houses/apartments | Secondary | Good context, weaker on precision. citeturn25search1turn25search5 |
| HotPads | FRBO/private-landlord filtering | Broad inventory mix | Medium | Medium | FRBO, apartments | Secondary | Useful FRBO tab. citeturn25search2turn25search14 |
| Zumper | Detail on live listings and terms | Radius spillover | Medium | Medium | Houses, townhomes, some apartments | Secondary | Good for application/deposit/detail cross-checks. citeturn25search3turn25search15 |
| Realtor.com | Confirmation, not discovery | Aggregated | Medium | Low-Medium | Houses/apartments | Secondary | Better as corroboration than primary lead source. citeturn26search0turn26search3 |
| Redfin | Specific active listing checks | Aggregated and area-wide | Medium | Medium | Houses/apartments | Secondary | Useful for some exact listing details. citeturn26search1turn34search2 |
| Homes.com | Backup-apartment discovery and broader market scan | Radius spillover | Medium | Low-Medium | Apartments, some houses | Secondary | Helpful for lower-cost apartment backups. citeturn27search2turn26search2 |
| Apartments.com | Apartment search | **Not tested in detail in this pass** | Unknown | Unknown | Apartments | Manual-only until checked | Likely backup-apartment only. |
| Rent.com | Cross-check broad rental counts | Aggregated | Medium | Low-Medium | Apartments, broad house lists | Secondary | Not a first-choice lead source. citeturn27search0turn27search8 |
| MHVillage | Manufactured-home park mapping | Often park-level only | Medium | **High for community intelligence; low for immediate leads** | Park-owned homes, community data | **Prioritize for park work** | Most valuable manufactured-housing source in this packet. citeturn35view0turn35view1 |
| MHBO / MobileHomeByOwner | Possible manufactured-home listings | **Not resolved in this pass** | Unknown | Unknown | Manufactured homes | Pipeline only | Do not rely on this until manually tested. |
| Craigslist | Rural/private-landlord and oddball leads | Noisy, scam-prone, region-wide | **High** | Medium if verified | Houses, duplexes, owner ads | **Prioritize selectively** | Use Paw Paw sitemap and town-specific queries. citeturn29search0turn30view1turn30view0 |
| Facebook Marketplace | Private-landlord/off-market rural leads | Login/access friction; weak public indexing | High | Potentially **High** | Houses, mobile homes, private rentals | **Manual-only but important** | Human access required. citeturn28search0turn28search1turn28search5 |
| Google-indexed Facebook results | Breadcrumbing only | Low precision | High | Low | Group/page discovery | Low | Use only to find names, not to trust lead details. citeturn28search0turn28search1 |
| Local Facebook groups | Hyperlocal off-market leads | Not verified in this pass | Unknown | Potentially High | Houses, rooms, owner ads | Manual-only | Must be searched manually by a human. |
| Local newspapers / classifieds | Hyperlocal elder/private landlord leads | Not verified in this pass | Unknown | Low-Medium | Small private-landlord rentals | Manual-only | Worth checking if digital sources fail. |
| Direct mobile-home park calls | Clarify tenure and real vacancies | Missing phones / manual labor | Low once reached | **High** | Home+lot rentals, lot-only clarification | **Prioritize** | Highest-value action for manufactured-home strategy. |
| Local property managers | Possible off-market leads | Not verified list in this pass | Medium | Medium | Houses/duplexes | Secondary | Call and ask specifically about rentals/private-landlord referrals. |
| Real estate offices | Off-market or referral leads | Not verified list in this pass | Medium | Low-Medium | Houses/duplexes | Secondary | Useful if offices know local landlords. |
| AffordableHousingOnline | Subsidized-housing discovery | Incomplete in this pass | Medium | Medium | Income-based / subsidized | Secondary | Manual check needed. |
| AffordableHousing.com | Voucher-friendly and affordable discovery | Incomplete in this pass | Medium | Medium | Voucher/private affordable | Secondary | Manual check needed. |
| HUD Resource Locator | Official subsidy/public-housing lookup | Not resolved in this pass | Low | Medium | Public/subsidized housing | Secondary | Important for authority/property verification. |
| MSHDA | Official voucher / PBV / homeless-list status | State-level, not lead-rich | Low | **High for rules** | Voucher/PBV intelligence | **Prioritize for official program status** | Current HCV closed; PBV separate. citeturn7view3turn7view4 |
| SMCAA | Coordinated entry, rapid rehousing, shelter, emergency assistance | Referral-based for some programs | Low | **High** | Crisis housing assistance | **Prioritize immediately** | Most important non-listing resource in this packet. citeturn10view0turn10view1turn8search0 |
| MDHHS / MI Bridges | SER relocation, deposit, arrears, moving help | Eligibility/document-heavy | Low | **High** | Emergency relocation assistance | **Prioritize immediately** | Strong fit for unsafe-housing situations. citeturn15view0turn17view1turn17view2turn19view0 |
| Michigan 211 | Local referral clearinghouse | Not a direct housing lead board | Low | High for triage | Crisis routing | **Prioritize immediately** | Same-day referral redundancy. citeturn20search0turn20search9 |
| Van Buren CoC / coordinated entry | System routing and escalation | Contact verification needed | Low | High | Homeless-system navigation | **Prioritize** | Use alongside SMCAA/HARA. citeturn8search5turn8search0 |
| Housing navigator / family resource navigator contacts | Potential case-management leverage | Local titles not fully verified | Unknown | Medium-High | Crisis navigation | Manual-only | Start with SMCAA/HARA and school liaisons. |
| Legal Aid of Western Michigan | Unsafe-housing / eviction / mobile-home-park legal issues | Intake screening required | Low | High | Legal stabilization | **Secondary but important** | Especially relevant if landlord neglect or retaliation exists. citeturn24view1turn24view2 |
| Michigan Legal Help | Self-help letters/forms and tenant education | Self-service | Low | High for documentation | Tenant-rights / repairs | Secondary | Use for repair letters and rights prep. citeturn24view3turn24view4 |
| School McKinney-Vento liaison resources | School stability and transportation rights | Not a housing placement source | Low | High for family stability | School continuity support | **Prioritize when children are affected** | Contact district liaison early. citeturn22search0turn22search1turn21search4 |
## Open questions and limitations
The biggest unresolved items for Phase 2 are:
- A current **property-level map of local family-serving affordable/project-based/public housing** in Paw Paw and nearby towns.
- A verified list of **local housing authorities / commissions / waitlists** beyond the statewide MSHDA pages.
- Manual-only sources: **Facebook Marketplace**, local Facebook groups, local newspaper classifieds, and many direct park phone numbers.
- Whether any nearby manufactured-home parks currently have **true home+lot rentals** rather than lot-only or sales inventory.
- Whether any **private landlords** in Paw Paw/Bangor/Lawrence are cycling unlisted or lightly listed rentals that never hit the major national sites.
Those gaps do **not** change the core operating brief: **preferred house-like housing near Paw Paw at $1,000 is currently a scarcity play, not a normal-search play; direct park calls, manual Facebook work, and crisis-assistance routing are the fastest ways to improve odds.** citeturn25search0turn35view0turn35view1turn10view0turn15view0
